Transforming Public Sector Project Delivery: A Comprehensive Corporate PMO Implementation
The definition and implementation of a Corporate PMO for a public sector organisation. The project included the development of a strategy, business case and supporting programme plan to introduce standard and best practice ways of working in relation to Programme and Project delivery.
Marbral Advisory worked in partnership with internal teams to deliver a consistent and comprehensive suite of frameworks, processes, and new ways of working to support a hub and spoke CPMO model. The hub and spoke model allowed for a centre of excellence and central reporting function in the corporate centre supported by departmental PMOs.
The project deliverables were as follows:
Managed overall project delivery and created CPMO mandate with departmental PMO roles and responsibilities.
Defined project categories, size thresholds, and tailored frameworks for various sectors (e.g., IT, infrastructure, policy) with supporting templates and procedures.
Developed standard project delivery principles, governance frameworks, and reporting systems for senior leaders.
Created corporate registers (lessons learned, benefits, and risks) and an information hub for sharing tools and frameworks.
Developed and implemented change management and stakeholder engagement plans, including KPIs and regular communication channels.
Led recruitment for key roles and served as Interim Head of CPMO for one year.
Established compliance review processes, stage-gate decision-making, and prioritisation methods for projects.
Conducted project health checks, provided expert guidance, and supported SAP project module implementation.
Created a job family and career pathway for project management roles and rolled out tailored training for leadership and project teams.
Results:
On the PMI capability maturity model, Marbral Advisory increased the programme and project management maturity across the organisation from 1 – Initial, to 3 – Defined (Organisation-wide standards provide guidance across projects, programmes and portfolios). The implementation of greater controls and consistency has also allowed the Executive to prioritise for greatest impact and the KPIs for project delivery are now defined and gradually improving.
